Some 300,000 residents of Aurora, a province about 200 kilometers east of here and facing the Pacific Ocean, have been advised to always stay alert for tsunami as historical records showed that the town had a brush with the killer waves in 1735, Governor Bellaflor Angara-Castillo has said.

If i were the governor,i would not warn the residents. Why only warn??Informing the people is better than warning them. The province has suffered enough from the typhoons.Scaring them will not do any good.
I would rather find out how to establish an early warning system for the tsunamis.

you're right!
There's no need for us to blame other people because we are also reponsible for this kind of calamity, all we need is to unite and think of a better way to help the victims and their families..Prayer should be the first thing to do...
